Could the speakers please address the serious effect that privatization of places of incarceration (jails, prisons, etc.) will most definitely have,and is having, on the “need” to incarcerate more people. And what is being done to discourage the continuation of this “trend”.

I’m sure the privatization issue will feature prominently. It isn’t as big an issue as most people think, but it is a growing trend.
