The myth of redemptive violence

I had a veteran friend once tell me, “The biggest lie I have ever been told is that violence is evil, except in war.”  He went on, “My government told me that.  My Church told me that.  My family told me that… I came back from war and told them the truth – ‘Violence is not evil, except in war… Violence is evil – period’.”

Every day it seems like we are bombarded with news stories of violence – a shooting in Colorado, a bus bombing in Bulgaria, drones gone bad and the threat of a nuclear Iran, a civil war in Syria, explosions in Afghanistan and Iraq.

This week’s cover story of Time magazine is — “One a Day” — showing that soldier suicides are up to one per day, surpassing the number of soldiers that die in combat. The US military budget is still rising — over 20,000 dollars a second, over 1 million dollars a minute spent on war, even as the country goes bankrupt.

Our world is filled with violence – like a plague, an infection, a pandemic of people killing people, and people killing themselves.  In my city of brotherly love, Philadelphia, we have nearly one homicide a day – and in this land of the free we have over 10,000 homicides a year.

Today, Barack Obama called the shooting in Colorado “evil”.  And he is right.

But perhaps it is also time that we declare that violence is evil, everywhere – period.  It’s obvious that killing folks in a movie theater is sick and deranged, but the question arises – is violence ever okay? (more…)

Are drill sergeants an improvement on prisons?

As a group, criminals are deeply alienated from mainstream society.  They are more likely to have mental health issues, to be drug addicted, to be high school dropouts and to have severe learning disabilities than the average person.  Moreover, as David Kennedy argues in Don’t Shooteven when jobs programs are available “not many street guys come forward, not that many can stick with the social-service programs designed to help them, not many can make it even when they really try.  They’re heavily compromised in awful ways: They have appalling criminal records, street attitudes that are hard to shake, they’re shocky, they have terrible work habits.”

Are there exceptions?  Certainly.  Thousands of them.  But public policy is driven by the normal case, and that isn’t very encouraging.  On the other hand, prison normally makes things worse.  Prisons didn’t work as reformatories back in the day when reformation was a serious concern, and they are much worse now that we have decided to warehouse inmates.  When ex-offenders return to the free world, they are walled in by restrictions that would force the most capable and motivated person to throw in the towel.

What are the alternatives?  Some people need to be in prison.  They’re dangerous.  But what about the majority of inmates who aren’t violent?  Can’t we find a more creative response to street crime than prison and felon disenfranchisement? (more…)

Juan Williams changes the subject

Some stories get too big to be ignored.  So imagine that you are an editor for the Wall Street Journal, the voice of sensible capitalism, the vast majority of your readers are white and conservative, in that classy, New York sort of way, and you are compelled to address the furor over the Trayvon Martin case?  You go to the bullpen and call Juan Williams to the mound.  Williams is the black guy that makes white guys feel good.  If a white editor opined that we should be giving less attention to Trayvon Martin while concentrating on black-on-black crime (the real problem) you might be facing a token backlash.  Your readers would applaud this sentiment, but a few outsiders might take exception.  But Mr. Williams is black, so he can’t be a racist.

Here’s the heart of William’s argument:

The race-baiters argue this case deserves special attention because it fits the mold of white-on-black violence that fills the history books. Some have drawn a comparison to the murder of Emmett Till, a black boy who was killed in 1955 by white racists for whistling at a white woman.

This is a magnificent misreading of the outrage.  When people compare Trayvon and Emmett, they aren’t saying the two cases are identical, or even that they are about the same kind of injustice.  The Till case sparked the civil rights movement.  Rosa Parks had Emmett Till on her mind when she refused to relinquish her seat to a white man.  Some are hoping the Trayvon Martin story sparks a similar revolution.  This time (contra Williams) the emphasis won’t be on white-on-black crime; the focus will be on racial profiling and the easy association between black skin and danger.

Major article on crime and mass incarceration in the New Yorker

Adam Gopnik is an art critic, not an expert on mass incarceration.  But he has read widely on the subject and this major piece in the New Yorker offers an extended commentary on ideas recently shared by Michelle Alexander (The New Jim Crow), Robert Perkinson (Texas Tough), William Stunz (The Collapse of American Criminal Justice), and Franklin Zimring’s book on New York City (The City That Became Safe).  No book can say everything that needs to be said about the American Gulag, so a carefully-crafted piece that combines the best insights of leading authorities is extremely helpful.

Following Stuntz and Zimring, “The Caging of America” notes that major improvements can be enacted without revolutionary reforms.  The crime rate of New York City has fallen by 80% (twice the national average) without significant poverty programs.  People are no better off, by and large, they are just less likely to transgress.

If Gopnik had added the ground-breaking insights of David Kennedy (Don’t Shoot) to his mix, he would be less inclined to believe that crime, especially violent crime, falls of its own accord.  But Kennedy, like Stuntz and Zimring, isn’t waiting for the New Jerusalem to descend from heaven anytime soon.  These authors believe that utopian dreaming can be just an inimical to real reform as the tough-on-crime politics that created the problem in the first place.  

Gopnik’s piece concludes like this:

“Oh, I have taken too little care of this!” King Lear cries out on the heath in his moment of vision. “Take physic, pomp; expose thyself to feel what wretches feel.” “This” changes; in Shakespeare’s time, it was flat-out peasant poverty that starved some and drove others as mad as poor Tom. In Dickens’s and Hugo’s time, it was the industrial revolution that drove kids to mines. But every society has a poor storm that wretches suffer in, and the attitude is always the same: either that the wretches, already dehumanized by their suffering, deserve no pity or that the oppressed, overwhelmed by injustice, will have to wait for a better world. At every moment, the injustice seems inseparable from the community’s life, and in every case the arguments for keeping the system in place were that you would have to revolutionize the entire social order to change it—which then became the argument for revolutionizing the entire social order. In every case, humanity and common sense made the insoluble problem just get up and go away. Prisons are our this. We need take more care. (emphasis added)

Has common sense made our problems “just get up and go away?”

If the problem is violent crime, a case could be made.  Even so, as Kennedy demonstrates in Don’t Shoot, violent crime rages on in cities like New Orleans and Baltimore with no solution in sight.  Common sense isn’t all that common.

If the problem is mass incarceration, no big-time fix is in sight.  Prison populations have leveled out, and in some places incarceration rates have actually dropped; but America still locks up over 2 million people, and it will take more than common sense to change that fact.  As Michelle Alexander argues, when careers and corporate fortunes are dependent on the status quo, change requires something akin to a revolution.

Gopnik believes that a massive drop in the American crime rate means mass incarceration was a mistake.  Not everyone agrees.  In fact, it is frequently argued that crime rates have fallen because we have locked up so many criminals.  So long as the American mainstream believes this (and it does) mass incarceration, with all its attendant woes, will flourish.

Prison is a trap for catching time. Good reporting appears often about the inner life of the American prison, but the catch is that American prison life is mostly undramatic—the reported stories fail to grab us, because, for the most part, nothing happens. One day in the life of Ivan Denisovich is all you need to know about Ivan Denisovich, because the idea that anyone could live for a minute in such circumstances seems impossible; one day in the life of an American prison means much less, because the force of it is that one day typically stretches out for decades. It isn’t the horror of the time at hand but the unimaginable sameness of the time ahead that makes prisons unendurable for their inmates. The inmates on death row in Texas are called men in “timeless time,” because they alone aren’t serving time: they aren’t waiting out five years or a decade or a lifetime. Pastor W.G. Daniels waged peace in Fort Worth, Texas

No one can account for the dramatic drop in violent crime.  According to the Washington Post, in 2011 the DC homicide rate reached its lowest point since 1963.  But just across the county line, the homicide rate is experiencing an upswing.  When violent crime drops there is always a reason.  When gang-related violence plunged in Fort Worth, TX, a big part of the reason was the Rev. W.G. Daniels. 

Daniels died this week.  Marty Sabota’s obituary shows that Daniels grasped many of the principles criminologist  David Kennedy outlines in his excellent book Don’t Shoot:

America has four inextricably linked problems that converge in its most troubled communities.   There’s the violence that terrorizes many of its, especially, black and minority communities. There’s the chaos that comes with, especially, public drug markets.  There’s the devastation being wrought on, especially, troubled black and minority communities by our criminal justice in response to the first two problems.  And there’ the worsening racial divide that’s causing.

In Fort Worth, Pastor W.G. Daniels stopped the violence by forging a creative dialogue between law enforcement and the communities most affected by violent crime.  A former police officer who understood the law enforcement mindset, Daniels made the perfect peacemaker.  He knew why his neighbors didn’t want to talk to the police, but he also understood why law enforcement will always concentrate on high crime communities.  Daniels didn’t want the police to ignore the hot neighborhoods; he just wanted them to show more respect and professionalism.  

Getting gang members, community members and the police on the same page isn’t easy, but it can be done.  As Daniels once told the Star-Telegram:

You had gangs like the Crips and the Bloods fighting against each other, but after we conducted a survey, we found that there just needed to be somebody to bring a truce to stop the madness and no better people to do it than pastors who meet every Sunday. We needed to send a message that it would not be tolerated, and by the help of God and Christ we were able to bring about peace.

When people are talking to one another behavior changes.  Open air drug markets move underground, police officers feel more appreciated and behave with a higher level of professionalism, residents of high crime neighborhoods gain a new sense of confidence and self-respect.  Criminologist David Kennedy and pastor W.G. Daniels heal communities because they understand the spiritual nature of the war they are fighting.  (more…)

Has mass incarceration given us safe streets?

Charles Lane is excited.  Crime rates have been falling across America and, if present trends continue, the safe streets we enjoyed in the 1950s will soon return. 

Lane sees mass incarceration as a curious paradox.  It’s too bad we had to lock up 2.3 million people to “take a bite out of crime”, he seems to say, but that’s the way the corn bread crumbles.

You get the impression that Lane, like most moderate liberals, has formed his conclusions about crime and punishment after reading a single book, in Lane’s case Franklin Zimring’s The City That Became Safe.  How did America solve its crime problem?  We rolled up our sleaves and fixed it, Zimring says.

Fine, but how did we solve the crime problem?  What sort of tough, decisive political decisions did our leaders make?  There can be only one answer: we locked up millions of poor black males.

If Zimring and Lane think that’s a viable solution they need to read Michelle Alexander’s description of the post-prison experience in The New Jim Crow.  Have we solved the crime problem by creating (intentionally or by accident) a new racial caste? 

Lane’s self-congratulatory column explains why William Stuntz finished The Collapse of American Justice on a somber note:

The disaster that is contemporary American criminal justice does not look so disastrous in most places, which is why there has been no sustained political demand for large-scale reform of the justice system. Major changes in the system’s structure . . . require a critical mass of voters (also legislators and appellate judges) to support a program that carries little benefit for them.

Why should Charles Lane worry about problems that are largely invisible from the gentrified and suburban neighborhoods of Washington DC or New York City?  If the streets of the Big Apple are safe again, what’s the problem? (more…)

Psychopaths and gun violence

Fifteen years ago, David Kennedy decided to do something about street violence in Boston.  The first step was to discern who was doing most of the shooting and why.  “When it came to any particular shooting,” he says in his new book Don’t Shoot, “it was practically obligatory to tack on ‘senseless,’ ‘inexplicable,’ ‘irrational.'”  But when Kennedy analyzed the data he discovered that the most of the gun violence could be traced to “a small number of very exceptional kids whose names we know doing things we understand pretty damned clearly.”

Gun violence isn’t spread evenly across communities, it’s concentrated in a handful of neighborhoods.  In Boston, the mayhem was largely relegated to “sixty-one crews (gangs), with between 1,100 and 1,300 members” living in six sections of the city.  The problem is driven by “3 percent of the right age group in those neighborhoods, 1 percent of the right age group citywide,” Kennedy writes.  “All the gang turf put together was less than 4 percent of the city; it generated nearly a quarter of Boston’s serious crime.” (more…)
